Yes it can be started without a battery and yes it does put out 14.5 + volts so yes your lights and cigarette lighter will work and you can add options like electric start and so on while safely revving the engine.
NOTE: These are electronically limited at 5800 rpm, you may get 6100 to 6300 out of it but dont think you can build a 9000 rpm monster and spin the daylights out of it, the box wont allow you to.
Personally I would use this kit with something like a 30 series or juggernaut style converter and then concentrate on making all of my power below 6100 rpm so the build would look like this in a engine.
Port and mill the head for compression but don't go crazy with valve sizes (use the 25/27 stock stuff)
VM22 or even bored stock carb
Small or stock cam with 1.3 stamped rockers and 10.8 green or red stripe springs set to .815 tall
Billet or even stock rod (cast bearing rod coming)
This basic combo in a 212 will make about 12 real HP and work well with the 5800 rpm limit but also work perfect with the common big tire mini bikes running a converter OR even a mud motor.
